PALO ALTO — A Santa Clara County judge has dismissed a lawsuit brought against Palo Alto by six police officers who claimed harassment and discrimination for being “forced” to walk past a street mural in 2020 depicting 1970s Black Liberation Army member and fugitive Assata Shakur.
The five officers suing the city were seeking physical, mental and emotional damages, including health care services, economic damages, attorney fees and court costs yet to be determined but “in excess of $25,000.” The city argued in three separate filings that even though the officers’ arguments are based in fact, they don’t justify claims of workplace harassment. Manoukian sustained all of the city’s arguments, noting that the officers did not demonstrate that the city was retaliating against them or subjected them to any kind of “adverse employment action.”
Shakur was the first woman ever placed on the FBI’s Most Wanted Terrorists list after fatally shooting New Jersey State Police Trooper Werner Foerster on May 2, 1973, following a traffic stop involving her and two other members of the BLA, according to the FBI.
