Monday’s ruling criticized “efforts to run roughshod over Annunciation House,” but the underlying fight over records will continue.
Ruben Garcia, left, founder and director of Annunciation House, a network of migrants shelters in El Paso, speaks during a news conference accompanied by Bishop Mark Seitz on Feb. 23, 2024 in reaction to a lawsuit by Texas Attorney General Ken Paxton that sought to shut down the nonprofit.
The dispute between Paxton and Annunciation House began last month when lawyers with the attorney general’s office demanded a long list of documents, including records identifying every migrant helped and the services provided since the start of 2022.In Monday’s order, Dominguez rejected Annunciation House’s request for an injunction blocking Paxton’s agency from accessing records, saying the next steps in the case will be determined by state law setting how civil lawsuits proceed.
