The Sabah Public Works Department (JKR) has issued a notice stating that sections of Jalan PPNS and Jalan Utama Dewan Undangan Negeri will be closed from 9 pm on December 30, 2024, until 11:59 pm on December 31, 2024, due to the UPPM Carnival. The Royal Malaysia Police (PDRM) will control traffic flow, and alternative routes will be available for Menara Tun Mustapha and Wisma Innoprise. This coincides with a planned peaceful student protest by Universiti Malaysia Sabah students on December 31 against corruption allegations and the appointment of Tun Musa Aman as the Head of State.

The notice also attached a map, showing the exit and entrance to Menara Kinabalu, that will be controlled by the Royal Malaysia Police , while the exit and entrance to Menara Tun Mustapha and Wisma Innoprise to use alternative routes.
