International students can return to Malaysia to resume their studies without having to apply to the Immigration Department. However, they would have to register with the Education Ministry or Higher Education Ministry for reference at the airports:

The Senior Minister said these students need not apply to the Immigration Department but have to register with the Education Ministry or the Higher Education Ministry.

Ismail added that these students must undergo Covid-19 testing in their country of origin or as soon as they land here.
