Suburban sprawl must be slowed so that the infrastructure pipeline can keep up, Infrastructure Victoria warns.

Stamp duty should be scrapped and replaced with a broad-based land tax, Infrastructure Victoria recommends in a landmark report warning that transport and amenities are struggling keep pace with suburban sprawl and density needs to increase in existing suburbs.

“You, like me, may have thought that the first home owner grant was designed to make homes more affordable – unfortunately it’s not,” Infrastructure Victoria CEO Jonathan Spear told“There’s lots of evidence that grants paid by state governments simply get factored in by developers who pocket the money.”

“Because they are paying that big stamp duty payment up front they are often buying bigger homes than they need, to avoid paying it again. Then if you want to downsize, there is a disincentive again, so we are not making the best use of the housing we’ve got.” The Victorian government’s long-term plan, Plan Melbourne, aspires to have 70 per cent of new homes being built in established areas. But in 2021, fewer than half were built in established suburbs compared with over 60 per cent in 2012, as more families move further out.
