Nearly four decades have passed since federal immigration laws got a major rewrite.

“I think 2013 is the year of immigration reform,” the South Carolina Republican said.

“We need a total reset,” said Garcia, whose group is the nation's oldest Latino civil rights organization. “I think that people on the far left are just as wrong as those who believe they should close the border and let no one in.”that it would admit up to 30,000 people a month from Cuba, Haiti, Nicaragua and Venezuela for two years with authorization to work and make it easier to apply online.
