Recent special elections in San Diego have historically received a fraction of a typical election’s turnout, according to the registrar of voters. More than 77,000 of the ballots that had been mailed out to voters had already been returned and received by election officials as of Tuesday morning. Another 12,000 had already been dropped in ballot drop boxes.
Among those who had already returned her mail ballot early was Olivia Hoxford, who had brought her children to the playground Tuesday at the South Clairemont Recreation Center, one of the district’s polling places.
