The Louisiana State Police urged residents to avoid traveling, as it assessed roadways and damage. Louisiana Gov. John Bel Edwards said flooded roadways, downed power lines and debris have created numerous hazards, and emergency officials in New Orleans said service outages at 911 centers persisted. On Sunday, the authority said it closed the entire system consisting of levees and other protections in anticipation of the storm. Ahead of the storm, New Orleans had ordered residents living outside the $14.5 billionMr. Edwards said there would be some overtopping of levees but that levee failures weren’t expected.
