Russian media reported explosions inside, and it wasn’t clear whether they were triggered by the gunmen or were caused by the blaze.

Authorities in Ukraine, invaded by Russia more than two years ago, swiftly and vehemently denied any involvement. The denials were quickly backed by U.S. officials, drawing a sharp reaction from Russian officials.
