, led police to Owens. Police outline in court documents their allegations — that Owens, then 19, sexually assaulted and strangled Mitchell on June 10, one day before she was found. Investigators say it was Owens who dumped her body at the construction site.
In 2023 investigators interviewed Owens about Mitchell. He told them he had burgundy sedan in 2008. He also said he had had consensual sex with Mitchell and she'd taken off her own clothes, Marshall said. Court records show that Owens was sent twice for treatment at a state mental health hospital after being found incompetent to stand trial. When he was facing a 2009 robbery charge, records show, a judge ruled that Owens was"suffering severe and abnormal mental, emotional or physical distress" and was"unable to make a rational and informed decision" about whether he should enter treatment.
