“There were instances in which the roles of employees and volunteers in our shelter operations were mixed, which should not have happened,” said Barbie Robinson, executive director for Harris County Public Health, which oversees the shelter. Length of stay is critical to animal welfare in a shelter, according to the Association of Shelter Veterinarians. The organization’s 2022 guidelines for standards of care in shelters states that prolonged shelter stays can increase fear, anxiety, frustration and lead to social withdrawal and aggression, which can negatively impact other animals and staff. When a live outcome is not possible in a timely manner, the organization says euthanasia is a humane option.

But rescue organizations say the limited window they are now permitted to save these"death row dogs" is unrealistic. Shelter staff says rescue groups have five days to get “death row dogs” off a kill list, but rescuers say, in reality, they usually only have about 48 hours.
