“Foreign fighters motivated by ideology or mercenary soldiers of fortune may attempt to obfuscate travel to or from the US to or from countries in the Middle East through Mexico,” the memo reads, before listing the patches of Hamas, Palestinian Islamic Jihad and Hezbollah. Signs that could indicate association to these groups, the memo reportedly claims, include a male of military age, single travelers and anyone wearing military gear. Customs agents are encouraged to ask questions about affiliation to military and government groups, as well as to Hamas, Hezbollah or the Popular Front for the Liberation of Palestine.
