Sen. Graham's proposal has splintered the Republican Party, which had worked to adopt mixed messages for different parts of the country since the Supreme Court overturned Roe v. Wade.

"It's got to be decided in the states. I think that is the appropriate place for this to be decided," Johnson told ABC News on Tuesday. That's going to be my position in Washington, D.C."
