On Oct. 11, the Glendale City Council unanimously approved an ordinance to make panhandling a crime. According to the ordinance,"it's unlawful for any person to solicit money or other items of value, or to solicit the sale of goods or services."

Vice Mayor Jamie Aldama said,"The council took action in creating an ordinance that would ensure citizens' and visitors' safety when traveling in the City of Glendale." Glendale media relations spokesperson Derek Diesner says panhandlers violating the ordinance"is a civil offense for the first violation and can be cited as a criminal offense for any subsequent violation in a 12-month period."Panhandling aggressively in any public area. Within 50 feet of any bank entrance or exit without the owner's consent.

On private property, if the owner/tenant has asked the person not to solicit on the property or has posted a sign that clearly states that solicitations are not welcomed. Within 25 feet of the entrance or exit of any commercial business or privately owned establishment. "The Glendale Police Department will work to educate the community about the new ordinance prior to issuing any citations. Once a person has been given adequate warning, citations will be issued as noted above," said Diesner.
