Does Gladiator 2's spending help Malta’s economy?

Gladiator 2 is currently set for release in 2024.
The upcoming Gladiator 2 will collect a major tax rebate from its Malta production, according to Times of Malta. Through the Malta Film Commission, which offers production companies up to 40% cash back if they film in Malta, Gladiator 2 will receive €46.7 million, or 160 million U.S. dollars, back on their production. This will represent the record for the largest government-based tax aid for a film in the EU.
Gladiator 2’s Production Refund Is Unprecedented Gladiator 2’s massive tax rebate is one refund as part of a larger effort by the EU Commission to encourage film in the area. Many European nations are awarded these tax incentive programs, as Europe hopes to drive large-scale, high-budget Hollywood productions to the region.
Even with this plan, Gladiator 2’s $160 million refund is unprecedented for the EU cinema tax breaks. Italy gave out the second-largest tax allowance, and even it was less than half of what Malta doled out for Gladiator 2. With the actor and writers strikes currently happening in the United States, and likely delaying the release of Gladiator 2, this money is a huge relief for the production.
The tax refund program does not look as good as one might think for Malta. Though Gladiator 2 was shot in Malta, the production–as in the case of most Hollywood productions filming in Europe–brought in mostly foreign crew. So, while the refund is beneficial to Gladiator 2, the value does not take into account how much of Gladiator 2’s production budget went away from Maltese sources, even though filming took place in the country.
