The Muntinlupa City Council passed a resolution authorizing Mayor Ruffy Biazon to sign an agreement with the Metropolitan Manila Development Authority (MMDA) and barangays to install garbage traps in selected waterways.

Under Resolution No. 2023-286 signed by Biazon, the MMDA “is mandated to provide services which have metro-wide impact and transcend local political boundaries or entail huge expenditures such that it would not be viable for said services to be provided by the individual Local Government Units comprising Metropolitan Manila.

“As part of the solutions, the MMDA endeavour to set up garbage traps in selected waterways in order to stop floating solid waste from going further downstream without disturbing the movement of any aquatic life and entering the pumping stations optimizing the discharge of accumulated flood waters in concerned areas,” it added.

The resolution stated that “the proposed garbage traps will ease the problems of flooding being experienced by the City Government of Muntinlupa , more particularly the low laying area near the Laguna Lake, which are vulnerable and is adversely affected by the consequence of inundation.” Under the project, “the barangays. where the garbage traps will be installed, shall partake of its responsibility as the local unit in charge of assigning personnel to ensure cleanliness and security of the garbage traps, to collect the wastes and to ensure that the traps and collection tools are properly operated and maintained;”

Personnel who will be involved in the project will “undergo trainings and seminar in the operation and maintenance of trash traps as well as good practices on solid waste management.”
