A short walk from the soldiers’ graves, Matthew Quinn, a Veterans Affairs Department undersecretary, stood before a crowd of around 50 people, some in the uniforms worn of the Army’s famed Buffalo Soldiers, and struck a theme others would echo: the effort underway to right old wrongs. “The men did not get due process,” said Angela Holder, a Houston Community College history professor and descendant of Cpl.
