A former Carlisle drug cop who abused his position to receive sexual favors from vulnerable women argued that his prison sentence should be reduced because the women he victimized were not the “true” victims of his crimes.for bribery, distribution of heroin and false statements, said the women he exploited were “willing participants” when they had sex with him in exchange for money, drugs, or promises to manipulate criminal cases against themselves or their boyfriends.

“His attempt to characterize the women he bribed as willing participants in his crimes ignores reality—Collare selfishly used his powerful position to exploit women struggling with drug addiction,” the circuit judges said.that for at least six years, Collare leveraged his position as a cop to gain favors from six different women, according to prosecutors.

Initial sentencing guidelines suggested Collare could serve 51 to 60 months in jail, and prosecutors asked for the maximum. ButThe sentencing guidelines did not account for the fact Collare preyed upon vulnerable women who had drug addictions, and that he undermined public confidence in law enforcement, Wilson said.
