“Poor [Filipinos are] individuals and families whose income fall below the poverty threshold as defined by the Neda [National Economic and Development Authority] and/or cannot afford in a sustained manner to provide their minimum basic needs of food, health, education, housing and other essential amenities of life,” PSA said, citing the definition in Republic Act 8425 or the Social Reform and Poverty Alleviation Act.
“The food threshold is computed first using the food bundle determined by FNRI [Food and Nutrition Research Institute] and prices of each food item collected by PSA,” Assistant National Statistician Wilma A. Guillen told the BusinessMirror on Monday. “The prices used are prices in 2021.” The data also showed that in terms of families, there were a total of 1.04 million who were not able to meet their basic food needs. This represents about 3.9 percent of Filipino families.
The PSA explained that the national food bundle was converted to provincial food bundles taking into consideration specific criteria.
