Of all the superheroes in the DC Universe, the various Flash are the fastest, but one of them has been intentionally holding back for one reason.
The Flash family are some of the fastest heroes in the entire DC Universe, but they're not equal in speed. Barry Allen is usually considered faster than Wally West, but the latter once revealed the absolutely heartbreaking reason why he was never using his full speed.
While each member of the Flash family is absurdly fast, their level of speed isn't exactly the same. For example, Jay Garrick is able to reach top speed faster than Barry, but Barry is able to sustain top speed for longer. While Wally West was able to match Barry's speed originally, he did eventually become slower due to changes in his metabolism.

After Eobard Thawne, the Reverse Flash, returns to terrorize the city under Barry's identity, the Flash Family try to team up to bring him down, but unfortunately, Eobard is faster than all of them.
Wally absolutely idolized Barry as a kid and he was his biggest fan. Wally was even Barry's sidekick before he got powers. When Barry died it was devastating to everyone, but to Wally most of all, and when he found out that the newly returned Barry was actually Eobard in disguise, it was like losing his hero all over again.
Wally Realizes Why He's Not Fast Enough Eventually, Wally West grew to become the fastest Flash. Despite his absolute idolization of Barry Allen, he was able to grow and eventually let go of his hero, but only after he understood the heartbreaking reason that stopped him from reaching his full potential as Flash.
