It is the second cyclone to hit the Pacific island nation in three weeks and the Meteorological Service has warned of"destructive force winds" with gusts up to 130 kilometres per hour and floods caused by heavy rain.
The incident happened on Thursday before the storm developed into a tropical cyclone, but a police spokesman linked the tragedy to"heavy rain brought about by the current weather system raised the river level". "Please make the move as soon as you see the water begins to rise so that you and your family are safe," she said.
"I haven't fully rebuilt my house yet and another cyclone is coming our way. I am very worried about my house, but I cannot stay here when the cyclone hits." While the Pacific islands are popular tourist destinations during the southern-hemisphere summer, it is also cyclone season.
