The former board of commissioners in 2019 at Rogers’ request transferred them to her office. Issues with how the work was being performed was the reason the current board gave for transferring them back. She claimed the commissioners “have wasted tens of thousands of dollars ignoring the law and their bruised egos are now prepared to waste thousands more taxpayer dollars.”
Staff members who have left, including the director of budget and finance, did so abruptly several months ago, he admitted. Among the reasons the commissioners cite for why Leete should vacate his November order are that they were not given the opportunity to engage in discovery and that he allowed Cumberland County deputy Controller Michael Clapsadl to testify as an expert for Rogers.
