Kenneth “Ken” Flores and his father, Antonio “Tony” Flores Jr., are accused in a scam involving contracts totaling more than $140 million.

Flores and his father, Antonio “Tony” Flores Jr., are accused of colluding with two former civilian government employees to rig janitorial and housekeeping contracts valued at more than $140 million for military healthcare facilities.
The Flores family has been active in Fiesta over the years, serving as goodwill ambassadors for San Antonio’s annual 11-day celebration and raising scholarship funds for local youth. The Floreses have not been charged nor arrested, but Pentagon investigators raided their businesses and Shavano Park homes in 2020 in connection with the case, the Express-News confirmed.
“It’s not just walking in there with a mop and a broom,” McCrum said. “This is a specialized type of cleaning service.” The court records said the two former civilian employees, Karisa Waysepappy Kelley and John Jordan “Chip” Mathes, leaked confidential cost estimates from the government and bid information to the Flores’ companies to give them the inside track on contracts and one contract extension.
“We’re taking full responsibility,” said Mathes’ lawyer, Shannon Locke, who posts videos on TikTok talking about the criminal justice system.
