’ parents said in the lawsuit that their son posed no threat to the officer, Terrance Duncan, before the shooting. Maple Heights officials said at the time that Catchings pointed a gun at Duncan prior to the shooting.
An officer spotted a stolen car matching the description of the car in the shooting. A high-speed chase that topped out at 100 miles per hour ensued, according to police and court records. Investigators later said the gun, bullet casings and other evidence showed Catchings fired the shots into his girlfriend’s home on Fernway Drive. Police wrote in reports they believe Catchings shot at the house because he believed someone took his marijuana.
Duncan, 27, received several disciplinary actions as an officer for Kent State University and Brooklyn Heights before ending up in Maple Heights, according to records. Duncan’s supervisors in Brooklyn Heights said he lacked good judgement and personal skills, that he wrote poor police reports and that his poor tactical decisions put himself and other officers in danger, according to personnel records.
He was also “untruthful” about breaking a radar gun until Mielke confronted him, according to the lawsuit.
