Family of man fatally shot by National City police file wrongful death lawsuit [Breaking]
The family of a 28-year-old man shot and killed last year by two National City police officers is suing the city and its police force, alleging the officers used excessive force.
As per protocol, the county District Attorney’s Office will determine whether the case warrants criminal charges against the officers. The office said last week that it was awaiting the autopsy report from the county Medical Examiner’s Office before making a decision. In addition to the dog handler, two other officers — one armed with a gun, the other with a Taser — stand nearby.The officer with the dog repeats the commands and warning for about two and a half minutes until Umana walks past two officers, as if to walk away.
Umana’s brother said in an interview that Umana’s mental illness set in after their father died of complications from pneumonia in 2014. Umana had lived with their father in Los Angeles County.
