Families can start applying for Harris County's free child care slots, Early REACH, Monday. Here's what you need to know.

Nationally, the average family with at least one child under age five has to devote about 13 percent of their income to pay for child care, according to a 2021 report on child care supply from the U.S. Department of the Treasury. The Commissioners Court vote on child care funding last year was a 3-2 split along party lines, with the court's two Republicans opposing the plan.
Early REACH is a pilot program that lasts until January 2025. If it's successful, the court could choose to continue it.To be eligible for Early REACH, families need to make less than 85 percent of the state median income, which means roughly $75,000 annually for a family of four. Families also are eligible if they live in an area of high need, are experiencing homelessness, are in foster care or receive other assistance including WIC, SNAP, TANF, free or reduced lunch or SSI income.
The county will pay providers a monthly rate of $1,609 for each infant, $1,500 per toddler and $1,392 for pre-kindergarten kids.
