Encryption is critical to ensuring privacy, Zuckerberg said, as he outlined plans to broadly incorporate end-to-end encryption across all of Facebook's messaging services. He acknowledged this is a tool that can be used to shield malicious activity —"things like child exploitation, terrorism and extortion" —and said Facebook is working on ways to identify bad actors through patterns of behavior.
