THE Transport Ministry opted to employ direct negotiation for the Vehicle Entry Permit system contract award because of weaknesses in the open tender system, former transport minister Liow Tiong Lai said today. He said the ministry’s previous projects awarded through open tender had run into problems such as incomplete work and fund leakage.
