CAIRO—Egypt’s muffled opposition is urging voters to reject constitutional changes that would allow President Abdel Fattah Al Sisi to stay in power until 2030, cementing his control over the country eight years after a popular uprising ended three decades of autocratic rule. On Friday, Egyptians abroad began casting ballots on a package of amendments that include an extension of the president’s term and an expansion of his power over the judiciary. Those living in the country will start voting a day later.
