Hector Arteaga is charged with selling meth to a secret government informant on multiple occasions in San Leandro and Oakland.

Drug Enforcement Administration Special Agent Curtis Kingman wrote in the complaint that authorities used a person identified only as Confidential Source 2 to set up drug deals with Arteaga. Confidential Source 2 is described as a person who was arrested on suspicion of driving under the influence and is working with the DEA in the hopes of gaining full United States citizenship.

The complaint alleges Arteaga sold the informant one-pound of methamphetamine during a meetup at the Home Depot in San Leandro last February, and another pound during a meeting at the Food Maxx in San Leandro in April. In May, the two met at a 24-Hour Fitness for a two-pound deal. On all occasions, the DEA allegedly trailed Arteaga to a residence in Oakland where he retrieved the drugs.
