While most jurisdictions allow recruits to work while supervised until their screening process is complete, under Victorian law employees cannot begin their jobs while their application is processed.

Sarah Fordyce, Victorian manager at National Disability Services, said Australia’s booming jobs market had worsened the situation, with the disability sector losing up to one worker a week to other sectors where they can find immediate work. She said the worker shortage also had quality and safety implications for those currently employed in the sector if there are too few workers on a shift.
She said the delay was worse for manual applications, which were a popular option for many people seeking work in the sector.“It ultimately harms the people needing these services with roles being filled by casuals or supporter workers they aren’t familiar with,” Dean said. “We make no apologies for having a legislated requirement to ensure that those who work with NDIS participants are not a risk to their clients.”
