As the departure of a 'change agent' tasked with reforming WA's youth justice system causes stress and uncertainty, the next six months will be crucial in determining whether the monumental task can remain on track, writes state political reporter Keane Bourke.
When the crisis around Banksia Hill seemed to be at its peak, dominating the headlines and sparking debate fuelled by strong feelings on both sides, the government put one man forward as a key part of its solution.A former under treasurer and mental health commissioner, he gave hope to many who had been wanting to see change at Banksia Hill for some time.

"When you've brought in a change agent, you've started that process, people are already a little bit unsettled … and then of course, if you bring in someone new, that's all up in the air again," she said. But the sense among others is the new model of care is far from being implemented, and there's much more work to do.Mr Marney's replacement is due to start in about a weeks' time, but who they are remains unclear.Questions asked in parliament by Greens MP Brad Pettitt remain one of the few ways any information about Banksia Hill and Unit 18 make their way out of government.
But the departure of a man who they felt was one of their biggest advocates, and a key to their success, has damaged the path forward.
