Former Army Major General Mick Ryan says the Defence Strategic Review mentions incentives for change which “don’t exist,” as previous reports find the “same problems” for the past decade but don’t seem to change anything.
“The incentives we have in place for the kind of rapid change that’s mentioned in the report don’t exist,” Mr Ryan told Sky News Australia.
“We’ve had a succession of reports over the last decade that find exactly the same problems, but it’s not seeming to change the issue.”
