Debate over the Melbourne CBD safe injecting room has gone federal, with Bill Shorten asked to weigh in on the issue while giving a press conference at a potential site for the facility.

The Government Services and NDIS Minister spoke to reporters on Friday from the Salvation Army Melbourne Project 614 on Bourke Street.

"As a general principle about human dignity, people have a right to be safe and that goes for people in the grips of addiction. The Andrews government is working through a report from Victoria's former top cop Ken Lay before deciding on where to house the CBD safe injecting room. The government initially named its preferred location as the Drill Hall near Queen Victoria Market but the location was later rejected following fierce opposition.

"We are in the process of working through Ken's report and... we will be releasing that report in full with our government response and we will be doing that as a matter of urgency,""And we hope to have more to say to you about that in due course which I expect will be sooner rather than later."
