Under the pact, the Adams administration and the Council plan to restore $36.2 million — the shortfall facing the city’s three library systems — to the coffers of the book lenders. Both sides contributed from their respective pots of cash, with more than half of the restoration coming from the administration, according to two of the people familiar with deal.
“All three public library systems were exempted from the January and April savings programs,” mayoral spokesperson Jonah Allon said in a statement, referring to two rounds of cuts that the libraries are now absolved from. “We are always looking for ways to ensure these vital institutions can continue fulfilling their mission and we have been working with City Council to evaluate if adjustments can be made through the budget process.”The bureaucratic waters did not always seem so navigable.
