Dallas plans to take over ownership of vacant land in Lake Highlands and lease it back to a developer to get a stalled affordable housing project built.
David Noguera, Dallas’ housing and neighborhood revitalization department director, said his office ultimately believes having the city own the land was “the best path forward.”
Council members McGough, Casey Thomas and Cara Mendelsohn voted against the developer transferring the vacant land to the city. Another 11 votes were cast in favor by Mayor Eric Johnson and the rest of the council, except for council member Jaynie Schultz, who was absent when the vote was taken. “Without the city’s participation in this acquisition and ground lease development structure, this mixed-income affordable housing development will not move forward to serve the city’s affordable housing public purpose,” Al-Ghafry wrote in the memo.
