New York Gov. Andrew Cuomo has spent the past few weeks wooing Amazon.com Inc. into reconsidering its scuttled plan to build a campus in Queens, but he has also used the charm campaign as an opportunity to keep left-wing opponents in check.
Since Amazon executives decided to pull the plug on the project last month, the governor has called them to say that if they returned he would guarantee the required state approvals. Mr. Cuomo has spoken publicly about these efforts while dovetailing them to criticism of progressive groups...
