CUEPACS Warns Against Excessive Loans Following CSS Implementation

Public servants advised against taking on more debt after salary increase under the Civil Service Scheme (CSS).

Public servants are reminded not to take excessive or unnecessary overlapping loans following the salary increase under the Civil Service Scheme ( CSS ). Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (CUEPACS) Secretary-General Abdul Rahman Mohd Nordin said CSS should not be used as an excuse for public servants to increase their loans, which will ultimately add to their financial burden.

'If you want to take out a loan, it should be for purposes that benefit you in the future, such as housing or education for your children, not for buying mobile phones and so on. 'The risk is that public servants may face financial problems,' he said in the 'Apa Khabar Malaysia' program broadcast by Bernama TV today. Under the CSS, which takes effect on December 1, officers in the Executive Group and the Management and Professional Group who choose this scheme will receive a salary adjustment of 15 percent in phases. The first phase, eight percent, will be given in December 2024, while the remaining seven percent will be given in Phase 2, in January 2025. The Top Management Group (TMC) will receive a salary adjustment of seven percent, with four percent for Phase 1 and three percent for Phase 2. Meanwhile, Abdul Rahman said the implementation of CSS is timely as public servants' salaries have not been reviewed for almost 12 years, while the cost of living has continued to rise during that period. 'When it is not reviewed, coupled with the current economic situation, it burdens and strains public servants because the cost of living is high, making it difficult to meet daily expenses, including for housing,' he said. Asked about CUEPACS's view on 1,400 public servants who chose not to accept the CSS option, he said that it was inevitable and CUEPACS respected the decision
