Dallas officials must inform the NFL how the stadium will be configured 90 minutes before kickoff. A severe or unexpected weather event can lead to the closing of the roof if public safety becomes an issue. The referee has the authority to make this decision after consulting with the stadium manager and the NFL Football Operations Representative.
It’s unlikely the Cowboys will ever close the roof once the game is underway because of rain. The reason: If there’s rain in the forecast, the roof will be closed.Jerry Jones wants a positive fan experience. He’s not going to let them get soaked. The Cowboys owner won’t take the chance of inconveniencing his customers, which is why even in seemingly ideal conditions, the roof is often closed.
If the roof ever does need to be closed during a game, club officials say the process would take about 10 minutes. But again, don’t expect that to happen.
