Congolese opposition leader Moise Katumbi has filed his candidacy to run for president in December polls during which President Felix Tshisekedi will seek re-election for a second term in office, his party said on Wednesday.
Tshisekedi, the son of Congo's long-term opposition leader Etienne Tshisekedi, had a turbulent first term embroiled in economic hardship, disease outbreaks and a surge in militia attacks in the east.
His Ensemble pour la Republique party will reveal a programme in coming weeks that it says will aim to restore security, create jobs and improve social services. Katumbi, 58, left the Democratic Republic of Congo in 2016 after he was accused by the government of hiring mercenaries as part of a plot against Tshisekedi's predecessor Joseph Kabila.
Katumbi was barred from returning to the country to take part in the last election in 2018, the results of which were widely contested.

Nobel Laureate Announces DR Congo Presidential BidDr Denis Mukwege, a Congolese gynaecologoist renowned for campaigning against gender-based violence in the country's war zones, has declared that he will run for president in elections scheduled for December 2023. Agence France-Presse reports that Mukwege explained his bid by declaring that "Our country is doing badly... We cannot wait to act. Tomorrow is already too late." Reuters reports that at his announcement in Kinshasa, he offered strong criticism of the current government but "little in the way of specific policy proposals." Reports say it is unclear how Mukwege will fare. Despite his international fame, he is a political outsider with a narrow support base. The cutoff date for candidates to run is October 8. The presidential election, which will take place concurrently with a parliamentary vote, will only have one round. The political opposition is fragmented and relatively weak going into the presidential election, barring new political alliances formed before the poll.
