Opinion: Clearing criminal records in California is a model for the nation
Last month the California Department of Justice announced that it had automatically cleared 11,164,458 records of arrest and conviction. It was the single largest clearance of criminal records in United States history, giving countless Californians a clean slate and a genuine opportunity for a fresh start.
Barriers that impede one’s ability to find work or a place to live don’t simply impact those who made a mistake. The inability to access employment or housing are primary factors that cause people to recidivate and commit future crimes, meaning records of arrest and conviction have implications for our community’s safety.
A 2012 study by the Society for Human Resource Management revealed that many prospective employees and housing applicants are rejected solely based on the presence of an arrest record. Furthermore, individuals with unsealed arrest records face an increased likelihood of living in poverty, earning lower wages, and having fewer educational opportunities.
