Local and regional Indigenous voices will be established across the country under Labor if the referendum is successful, in a key concession to Liberal MPs who support the proposal.

Burney said this month’s budget extended the $20 million allocated by the Morrison government for regional voices and the “post-referendum process will help determine the design of regional voices”.

The ad urges Australians to “have a conversation about the referendum” and features a number of Australians talking about constitutional recognition and the Voice.“And it will give independent advice to parliament and government on matters that affect First Nations people,” another voice says. Mundine said his side’s polling also showed there was a key difference between constitutional recognition and the Voice in voters’ minds.

Scales said the recognition model stripped debate about details out of the equation and made the contest about symbolism. “Recognition is also a more symbolic and emotional argument, meaning opponents need to match the emotional argument,” he said.
