Ahmad Zahid was speaking to reporters after a working visit to the headquarters of the Central Terengganu Development Authority , an agency under the Rural Development Ministry, at Bandar Al Muktafi Billah Shah, Dungun, here on Saturday . Kemas members, in general, are regarded as the frontliners of the government and serve as agents of change who mediate between the people and the government and, therefore, act as the eyes and ears of the government.
"The payment of emulants and pension are compulsory and undertaken by the government. These are permanent cost to the government and I feel Cuepacs as an organisation that safeguards the welfare of civil servants can understand the situation.
