“We have a majority” to decide that “possession of cannabis for personal use is an illicit act” but not “of a criminal nature,” said court president Luis Roberto Barroso. The issue is highly controversial in Brazil, where powerful conservative movements are firmly opposed to any decriminalisation of marijuana.
