His remains were discovered in a car in the village of Dunmore East just after midnight. He was pronounced dead at the scene.
A woman aged in her late 30s was arrested at the scene. She's been taken to a Garda station in Waterford for questioning.A forensic examination of the scene is underway and the office of the State Pathologist has been called in. The child's body has been removed to Waterford University Hospital where a post-mortem examination will be carried out.
