ANKARA, Turkey—Secretary of State Antony Blinken pledged $100 million in U.S. aid to Syria and Turkey, in a sign of howhave transformed the latter country into a recipient of foreign assistance, after years of building power through humanitarian and military efforts abroad.
“The United States is here to support you in your time of need, and we will be by your side for as long as it takes to recover and rebuild,” Mr. Blinken said Monday in Ankara.
