Customers have blamed the Birmingham Water Works board and management for billing issues. But the software used to manage billing may deserve scrutiny in the thousands of bills being overestimated or otherwise wrong, current and former officials said.

that then-water works General Manager Macaroy Underwood promoted the new $10 million SAP system as a solution to billing issues that had been plaguing water works customers since November of the previous year. Those billing issues are much like those today’s water works customers have been plagued with since since October of 2021.

Then-AL.com reporter Barnett’s Wrights 2010 article, which included the chart, noted that local officials had mostly negative comments about the system and its costs, with former Jefferson County financial adviser James H. White III calling it “a disaster.” Joe Gehrdes, communications manager for Huntsville Utilities, confirmed this week that Huntsville Utilities still utilizes SAP today and said he was not aware of issues with the software in over a decade of use in Huntsville.

“Why are we bringing back a general manager to do an audit when he himself had increased bills?” Huffman said in the board meeting.that employees told her the water works billing department was filled with “new people who were never trained properly.”
