WASHINGTON—President Biden’s ambitious climate-change plans were thrown into doubt after Sen.
Joe Manchin said SundayThe wide-ranging legislation includes more than a half-trillion dollars in climate-related spending, the largest such investment in U.S. history. The White House has said the measures would help the U.S. meet Mr. Biden’s goal of cutting U.S. emissions 50% to 52% below 2005 levels by 2030.
