What is the way out of this perennial crisis? When you have a new government in place, a situation where manifestos were developed and policies designed along those lines, the implementation is a result of what the president and ministers must have met on the ground. There are enormous differences between the proposed policies and when you get to the office, the reality on the ground is different. The reality on the ground must have slowed down the implementation of policies.
