Nearly 90 percent of the debt relief will go to those earning less than $75,000 per year, the White House estimates show, and half of Latino borrowers would have their balances cleared completely, as would a quarter of Black borrowers. Officials have said they plan to have applications available early next month, but the plan is likely to face a long legal battle.
